Obama’s chunky energy-climate plan

Comprehensive climate and energy legislation is dead for the year, but President Obama remains committed to the cause, proposing to pass chunks. Glenn Hurowitz of Grist.com suggests: tax credits to restore forests, cut black carbon, curb HFC’s, find ways to pay poor nations to pollute less.
