The California Public Utilities Commission wants to transform the lighting market by having utilities lower subsidies for compact fluorescent bulbs (CFLs) in favor of newer technologies: light-emitting diodes, halogen bulbs, or specialty CFLs that cut the first cost of modern lighting technologies.
