Senate climate bill to be unveiled April 26
The House passed a climate bill last year; a Senate bill fashioned by Senators Kerry, Graham, and Lieberman will be introduced soon. The Environmental Protection Agency and the Congressional Budget Office must judge its costs and effectiveness before debate can begin. Passage is uncertain.
